Accredited and recognized Civil Society Organizations (CSOs) in Pavia participated in a Two-Day Capability Training held on October 21 at K Complex, Purok IV, and on October 22 at the SB Session Hall, SB Office, Pavia, Iloilo.
The activity aimed to strengthen CSO participation in local governance and development planning, in accordance with DILG Memorandum Circular No. 2025-060, “Guidelines on the Accreditation of CSOs and Selection of Representatives to the Local Special Bodies.” Section 4 of the circular provides for the inventory and directory of CSOs, the call for accreditation, and the accreditation proper, which served as the basis for the activity.
It was also conducted in support of the DILG Advisory dated October 2, 2025, entitled “Advisory on the Roll-Out of the Capacity Development Program for Civil Society Organizations in Local Special Bodies,” which encourages LGUs to conduct capability development activities for accredited CSOs.
Hon. Ariel B. Gerada delivered the welcome message, followed by EnP. Mabel E. Paches, MPDC/CSO Desk Officer, who presented the overview and objectives of the training. LGOO III Aimee Louise A. Icoy, OIC-Chief, LGCDS of DILG Iloilo Province, served as Resource Speaker, sharing strategies for effective CSO participation, with support from MLGOO Ma. Socorro Joy D. Garcia.
SB Secretary Dr. Gynnyn G. Gumban facilitated the Focused Group Discussion (FGD) on Day 1 and presented the findings and evaluation on Day 2, summarizing CSO inputs and recommendations. During the workshop, each Local Special Body (LSB) also formulated its respective CSO Capacity Development (CapDev) Plan, identifying priority interventions and training needs to enhance collaboration between CSOs and the LGU.
The two-day event reaffirmed Pavia LGU’s commitment to inclusive, participatory, and transparent governance, with CSOs as vital partners in achieving sustainable and people-centered local development.
