To strengthen local policymaking and ensure alignment with development goals, the Sangguniang Bayan of Pavia held a two-day Legislative Agenda (LA) Formulation Workshop for 2026–2028 under the leadership of Vice Mayor Edsel G. Gerochi.





The activity, facilitated by SB Secretary Gynnyn G. Gumban, brought together council members, department heads, and representatives from civil society organizations (CSOs) to determine priority legislative measures for the next three years.





The workshop featured discussions and presentations designed to help participants align legislative priorities with national and local development frameworks. Guest speaker Ms. Claudette Anne T. Cormary delivered a talk titled “Radiate Positivity: How Happiness Transforms You and Your Work,” while Municipal Local Government Operations Officer (MLGOO) Ma. Soccoro Joy D. Garcia and SB Secretary Gumban presented “LGU Development Thrusts and Strategic Direction and Local Legislative Performance Matrix.”





Moreover, the two-day activity aimed to establish a responsive legislative framework that complements the municipality’s executive agenda and local development plans. The formulated Legislative Agenda will serve as a guide in the enactment of ordinances and resolutions supporting sustainable development, institutional improvement, and enhanced public service delivery.





The initiative also focused on harmonizing legislative priorities with the Comprehensive Development Plan (CDP), Comprehensive Land Use Plan (CLUP), Local Development Investment Program (LDIP), and Annual Investment Program (AIP).





In addition, it promoted stronger coordination between the executive and legislative branches to facilitate the timely passage of measures addressing infrastructure, health, environment, and economic development.





Through this effort, the Sangguniang Bayan reaffirmed its commitment to strategic and transparent local governance anchored on planning, collaboration, and policy integration.
