Pavia Officially Declared 1st Class Municipality

The Municipality of Pavia has been officially declared a 1st Class Municipality by the Department of Finance (DOF) as of December 4. This announcement is in accordance with Republic Act No. 11964, signed by President Ferdinand Marcos Jr., and follows the guidelines set by the DOF – Bureau of Local Government Finance (DOF-BLGF).

According to the DOF-BLGF, the classification of a municipality as 1st Class is based on its average annual income over the past three years. To qualify, a municipality must have an average annual income of at least P55 million, derived from local revenues such as real property taxes, business taxes, and other fees and charges.

Pavia met the required standard, recording an annual income of P204.4 million in 2024 and P364.4 million in 2023. Of the total income, P161.3 million was from local revenue, while P202.8 million came from the National Tax Allocation (NTA).

This recognition reflects the hard work and dedication of the local government of Pavia in promoting progress and delivering quality public services. The promotion to 1st Class Municipality opens up more opportunities for public service, including additional financial assistance and greater access to various resources that will support the town’s continued development.
