The local government of Pavia, led by Mayor Luigi Gorriceta, recently convened municipal officials, members of the Sangguniang Bayan, department heads, sectoral leaders, and key stakeholders for the Local Governance Canvas Formulation Workshop.


The event, held from December 2–4, 2025, at the District 21 Hotel, focused on shaping the strategic framework for the municipality’s development from 2026 to 2028.


The workshop aimed to collaboratively draft the Local Governance Canvas—a dynamic, participatory planning tool that defines the key priorities, strategies, and outcomes for both the executive and legislative branches over the next three years. The Canvas replaces the traditional Executive–Legislative Agenda (ELA) and serves as a critical instrument for ensuring alignment with the municipality’s Comprehensive Development Plan (CDP), guiding Pavia’s growth, public service delivery, and sustainable development initiatives.


On Day 1, a key resource person, Mr. Rex V. Patambang, CESE from the Department of the Interior and Local Government (DILG), was invited to discuss the shift from the ELA to the Local Governance Canvas. Mr. Patambang provided valuable insights into the new framework and its advantages in fostering effective, responsive, and collaborative governance. His presentation helped participants better understand the transition and the enhanced planning approach it brings.


The workshop was facilitated by MLGOO Ma. Socorro Joy D. Garcia and MPD Officer Mabel E. Paches, who guided participants in aligning priorities, setting measurable targets, and refining action plans. Their leadership ensured that the activity was not only a technical exercise but also a collaborative and inclusive process that empowered local stakeholders to take ownership of the municipality’s development direction.


This workshop marks a significant milestone in Pavia’s continued efforts to promote participatory governance, strengthen local development, and ensure that all sectors are engaged in shaping the municipality’s priorities for the 2026–2028 term.
