Mission
The Pavia Disaster Risk Reduction and Management Office is responsible for the development, implementation and coordination of local disaster risk reduction and management programs as it performs its research, planning, training, warning, response operations and administrative functions and those that may be authorized by the MDRRM Council. 

Vision
A center of excellence in disaster risk reduction and climate change adaptation work in the Region where stakeholders collaborate to make resiliency a way of life.

Legal Basis

∙ Republic Act 10121 Otherwise Known asthe “Philippine Disaster Risk Reduction and Management Act Of 2010”

∙ Municipal Ordinance No. 2011-14 An Ordinance Creating the Municipal Disaster Risk Reduction and Management Office.

♦ Review And Approval of the Community-Based or Barangay) Disaster Risk Reduction and Management Plan (CBDRRMP)

ACCOMPLISHMENTS:

Since 2016, the following are the office’s landmark accomplishments:

♦ Institutionalization credible (well-trained and equipped) 24/7 Emergency Response services composed of Emergency Medical Services, Fire Auxiliary Services and Technical Rescue Services. The program caters to an average of 20 cases a/day including vehicular accidents;

♦ Establishment of a standard-compliant Operations Center Bldg;

♦ Operation of Multi-Hazard Early Warning and Response Coordination System that integrates DOST-Hydro-meteorological hazard sensors and hazard monitoring cameras

♦ Operation of Omni-directional siren system – the first in Panay Island;

♦ The efforts paid off as affirmed by Office of Civil Defense’s Gawad KALASAG 2021 and 2022 that assessed Pavia DRRM Office/Council as “fully compliant” to standards in term of structure, competency, management systems, enabling policy, knowledge management and advocacy, and partnerships.

THRUST AND DIRECTIONS:

The goal is to replicate the success at the municipal level down to the grassroots or community level.

♦ Strengthening of Barangay DRRM Committees;

♦ Expansion and intensification of Information and Education Campaign activities;

♦ Strengthening of partnerships;

♦ Strengthening and integration of Early Warning Systems

♦ Strengthening of Camp and Evacuation Management at the barangay level.

♦ Enhancement of emergency response capabilities (add water search and rescue)
