IN OUR CONTINUED EFFORTS TO UPLIFT THE CURRENT SITUATION OF OUR CONSTITUENCY IN THE MUNICIPALITY, CHILDREN ARE AMONG THE MOST IMPORTANT CITIZENS FOR THE FUTURE OF OUR BELOVED TOWN PAVIA DEPENDS ON THEM. WE SHOULD INVEST IN OUR YOUTH MORE BECAUSE THEY ARE CONSIDERED AS THE MOST VULNERABLE AS THEY STILL NEED CONSTANT AND SUSTAINABLE SUPPORT FROM THE LGU. WE SHOULD ENSURE THAT EACH CHILD IS GIVEN EQUAL OPPORTUNITIES AND WILL ALWAYS BE ON TOP OF ALL THE PRIORITIES FROM BIRTH UNTIL THEY GET EMPLOYED.

PAVIA BEING A CHILD-FRIENDLY MUNICIPALITY FOR 4 CONSECUTIVE YEARS, HAVE BEEN CONTINUOUSLY IMPLEMENTING POLICIES, PROGRAMS, PROJECTS AND ACTIVITIES THAT PROMOTE AND PROTECT CHILDREN’S RIGHTS BELIEVING THAT EVERY SINGLE CHILD IN OUR COMMUNITY MUST HAVE A HOLISTIC AND A WHOLESOME OPPORTUNITY FOR GROWTH AND DEVELOPMENT. 

SECTION 16. OF R.A 7160 STATES THAT EVERY LOCAL GOVERNMENT UNIT SHALL EXERCISE THE POWERS EXPRESSLY GRANTED, THOSE NECESSARILY IMPLIED THERE FROM, AS WELL AS POWERS NECESSARY, APPROPRIATE, OR INCIDENTAL FOR ITS EFFICIENT AND EFFECTIVE GOVERNANCE, AND THOSE WHICH ARE ESSENTIAL TO THE PROMOTION OF THE GENERAL WELFARE.

I ENSURE THAT CHILDREN’S WELFARE IS A PRIORITY DEVELOPMENT AGENDA UNDER THE BELID GID PROGRAM OF MY ADMINISTRATION.TO MY FELLOW PUBLIC SERVANTS AND STAKEHOLDERS, LET USCONTINUE TO CREATE OPPORTUNITIES AND PROVIDE A VENUE FOR OUR CHILDREN THAT WILL HELP THEM IN FACING LIFE CHALLENGES. THE 31ST OBSERVANCE OF THE NATIONAL CHILDREN’S MONTH THIS NOVEMBER 2023 FOCUSES ON CHILDREN’S SURVIVAL RIGHTS, PARTICULARLY ON HEALTHCARE AND NUTRITION, WITH THE THEME HEALTHY, NOURISHED, SHELTERED: ENSURING THE RIGHT TO LIFE FOR ALL.”

THIS MONTH-LONG CELEBRATION AIMS TO GIVE FILIPINO CHILDREN ACCESS TO A HEALTHY ENVIRONMENT, GOOD EDUCATION, AND HEALTHCARE. DR. JOSE RIZAL ONCE SAID, “THE YOUTH IS THE FUTURE OF THE NATION, AND INVESTING IN CHILDREN IS KEY FOR THE BETTERMENT OF THE NEXT GENERATION”. AS A THIRD-WORLD COUNTRY, FAMILIES STRUGGLE FINANCIALLY, AND IT’S THE CHILDREN WHO SUFFER THE MOST. THE NATIONAL CHILDRENS MONTH CELEBRATION HIGHLIGHTS THE WAYS WE CAN HELP AND SUPPORT THEM.

THE LOCAL GOVERNMENT UNITS WERE MANDATED TO DELIVER SERVICES AND  IMPLEMENT DEVELOPMENT PROGRAMS DESIGNED TO INCREASE AND EXPAND THE DELIVERY OF BASIC SERVICES WITH EMPHASIS ON HEALTH AND EDUCATION BENEFITS AND OPPORTUNITIES ESPECIALLY FOR THE CHILDREN.

WE HAVE BEEN PRIORITIZING PROGRAMS IN EARLY CHILDHOOD DEVELOPMENT BY ALLOCATING SUBSTANTIAL AMOUNTS IN THE DEVELOPMENT PROGRAMS OF THE CHILD DEVELOPMENT CENTERS. CURRENTLY, A TOTAL OF 1,052 CHILDREN AGED 2-4 YEARS OLD ARE REGISTERED IN THE DIFFERENT CHILD DEVELOPMENT CENTERS IN THE MUNICIPALITY, 34 HIGHER THAN THE 2022 REGISTRATION OF 1,018. THE INCREASE IS DUE TO POSITIVE EFFECTS OF PRIORITY DEVELOPMENT PROGRAMS IMPLEMENTED BY THE LGU IN SUPPORT TO DAY CARE CENTERS SUCH AS IMPROVEMENT AND DEVELOPMENT OF THE DAYCARE CENTERS AND PROVISION OF ADDITIONAL LEARNING MATERIALS.

975 CHILDREN ARE BENEFICIARIES OF THE CONTINUOS SUPPLEMENTAL FEEDING PROGRAM OF THE NATIONAL GOVERNMENT.

TO SUPPORT AND IMPROVE TEACHING CAPACITIES OF OUR CHILD DEVELOPMENT WORKERS, 21 CHILD DEVELOPMENT WORKERS (CDWS) WERE CAPACITATED THROUGH VARIOUS TRAINING WORKSHOPS. OUR CDC’s REGULARLY HOLD CLUSTER MEETINGS AND WORKSHOP TO FURTHER IMPROVE THEIR CAPACITY AND SKILLS IN HANDLING CDC ENROLLED-CHILDREN. WE HAVE PROVIDED 14 VOLUMES STORY BOOKS WITH TALKING PEN TO 18 CHILD DEVELOPMENT CENTERS. OUR MALIPAYON NGA BATA PROGRAM HAS PROVIDED TOYS TO OUR 1,052 DAY CARE CHILDREN

WE HAVE CONTINUOUSLY PROVIDED SUPPORT TO PAVIA NATIONAL HIGH SCHOOL FOR THE OPERATION OF A TEEN CENTER AS A RESULT WE HAVE CONSTRUCTED PHP 10,000,000.00 WOTH OF NEW TWO-STOREY TEEN CENTER AT PAVIA NATIONAL HIG SCHOOL. I COMMEND THE MANAGEMENT TEAM OF OUR TEEN CENTER FOR IMPLEMENTING VARIOUS PROGRAMS AND ACTIVITIES INCLUDING PROJECT PAGPALANGGA, DRUG CAMPAIGN AND ADOLESCENT HEALTH AND YOUTH DEVELOPMENT, AND THE NEW PROGRAM, THE PROJECT GIYA.  

THE BULIG SA PAGTU-ON PROGRAM HAVE BEEN INSTRUMENTAL IN ENCOURAGING THE OUT-OF-SCHOOL YOUTH TO GO BACK TO SCHOOL AS RESULT AN INCREASE OF ALMOST 7% BOTH IN ELEMENTARY AND HIGH SCHOOL. FOR SCHOOL YEAR 2022-2023, MORE THAN 14,000 STUDENTS WERE GIVEN FREE SCHOOL SUPPLIES AND AVAILED THE FREE MISCELLANEOUS AND OTHER FEES IN ELEMENTARY AND SECONDARY, RESPECTIVELY.

OUR CLOSE COLLABORATION WITH THE DEPED HAS LED TO CONSISTENT IMPLEMENTATION OF PROGRAMS LEADING TO YOUTH’S IMPROVED SKILLS, TALENTS AND ABILITIES AND HIGH PARTICIPATION RATE OF THE CHILDREN IN VARIOUS ACTIVITIES SUCH AS NUTRITION MONTH CELEBRATION, BUWAN NG WIKA, UNITED NATIONS MONTH, SPORTS DEVELOPMENT AND OTHER ACTIVITIES AND PROGRAMS. FURTHERMORE, MY ADMINISTRATION HAS NEVER FAILED TO PROVIDE ASSISTANCE TO OUR ALTERNATIVE LEARNING SYSTEM STUDENTS THROUGH THE PROVISION OF LEARNING MATERIALS AND SUPPLIES, SAME WITH THE SPECIAL EDUCATION PROGRAM.

ENSURING THE SURVIVAL OF INFANTS IS AN UTMOST CONCERN OF THE LOCAL GOVERNMENT UNIT. FROM 2022 TO PRESENT, WE HAVE RECORDED ZERO INFANT DEATHS AND ZERO MORTALITY RATE ON SINCE 2020.  FINALLY, ON MATERNAL MORTALITY RATE, FOR BOTH 2022 AND 2023 THERE WERE NO RECORDED CASES.

ON NUTRITION, THE PREVALENCE OF UNDERWEIGHT, WASTING AND STUNTING AMONG 0-59 MONTH OLD CHILDREN IN THE MUNICIPALITY HAS STEADILY BEEN DECREASING. FROM 286 UNDERWEIGHT CHILDREN WE NOW HAVE 47; FROM 63 WASTED WE NOW HAVE 17 AND FROM 634 STUNTED CHILDREN WE NOW HAVE 42. WE HOPE TO SUSTAIN THIS TREND AS WE GO ALONG WITH OUR CONTINUOUS EFFORTS TO SUSTAIN THE NEEDS OF OUR CHILDREN FOR PROPER NUTRITION.

THE COMMUNITY-BASED IMMUNIZATION PROGRAM IMPLEMENTED BY OUR RHU HAS REACHED 90.8% OF THE TARGET POPULATION WHO RECEIVED MEASLES RUBELLA VACCINE (MRV) AND ORAL POLIO VACCINE (OPV) WHILE FOR THE ROUTINE IMMUNIZATION FOR INFANTS AGED 0-13MONTHS 295 WERE ALSO VACCINATED DURING BARANGAY VISITS ON THIS CURRENT YEAR.

ENHANCING THE SURVIVAL RIGHT OF CHILDREN ARE ALSO CONDUCTED THROUGH THE ADVOCACY ON FACILITY-BASED BIRTHING AND EXCLUSIVE BREASTFEEDINGCENTERS UP TO  6 MONTHS, GIVING INSTRUCTIONS TO CHILDREN ELIGIBLE FOR VITAMIN A AND IRON SUPPLEMENTATION, DEWORMING OF KINDERGARTEN, ELEMENTARY AND HIGH SCHOOL STUDENTS, TOOTH BRUSHING DRILLS OF DAY CARE CHILDREN, DENTAL CHECK-UPS AND MASS FLUORIDE APPLICATION IN ALL BARANGAYS, OPLAN CHECK-UP, AN AWARENESS CAMPAIGN IN THE FORM OF A BUNTIS CONGRESS, AND THE ON-GOING INFORMATION CAMPAIGN ON DENGUE.

BEHIND THESE ENHANCING SURVIVAL-RIGHT PROGRAMS ARE OUR VERY ACTIVE 163 BARANGAY HEALTH WORKERS (BHWS) AND BARANGAY NUTRITION SCHOLARS (BNS) WHO PROVIDE ASSISTANCE TO PROFESSIONAL HEALTH PERSONNEL, PARTICULARLY MIDWIVES DURING HEALTH CARE ACTIVITIES IN THE BARANGAYS.

MEANWHILE, THE MUNICIPAL CIVIL REGISTRAR’S OFFICE SUPPLEMENTS THESE PROGRAMS BY INITIATING A FREE BIRTH REGISTRATION OF ALL IDENTIFIED CHILDREN-CLIENTELE. WE BELIEVE THAT EVERY BORN CHILD MUST HAVE A PROPER REGISTERED NAME.

CHILDREN WITH DISABILITIES ARE SERVED UNDER THE PEOPLE WITH DISABILITIES (PWD) PROGRAM OF THE OFFICE OF THE MUNICIPAL SOCIAL WELFARE AND DEVELOPMENT (MSWDO). SO FAR, 4 PWD CHILDREN HAVE BENEFITTED  THROUGH THE PROVISION OF WHEELCHAIRS, PROSTHESIS AND OTHER SUPPORT SERVICES, 200 PWD’s RECEIVED SOCIAL CASH ASSISTANCE AND 60 SPED LEARNERS AVAILED PSYCHOLOGICAL TESTS

IN 2022, WE HAVE RECORDED 2 CASES OF ABUSE COMMITTED AGAINST CHILDREN AND SAME FOR YEAR 2023. ANG ATON MSWDO NAGAPAKIG-ANGOT GIDSA MGA GINIKANAN SA PAGHATAG GIYA SA ILA SA PAGPROSESO SANG MGA KINAHANGLANON ANTES KAG SA TI-ON SANG PAG-FILE KANG KASO.DUGANG SINI NAGAHATAG KITA SUBSISTENCE KAG TRANSPORTATION ALLOWANCE SA ILA.

THE LGU HAS BEEN MANDATED BY NATIONAL AND LOCAL LAWS AND POLICIES TO UNDERTAKE MEASURES FOR THE PROTECTION AND WELFARE OF CHILDREN. FOR THAT, WE ARE MORE COMMITTED TO INITIATE SOME MORE MEASURES, ACTIONS AND INITIATIVES TO ENHANCE THEIR PROTECTION.

REALIZING THAT THE PAVIANHON CHILDREN COMPRISE THE NEXT SET OF THE NEW AND YOUNG GENERATION OF LEADERS, ALL POSSIBLE EFFORTS AND FEASIBLE PLANS SHALL BE RELENTLESSLY UNDERTAKEN TO CARRY OUT SUCH MANDATE. THIS WOULD BE EASILY POSSIBLE BECAUSE THE LGU IS IN ENDLESS PARTNERSHIP WITH PRIVATE, NON-GOVERNMENT AND GOVERNMENT ORGANIZATIONS IN PURSUANCE OF SUCH ENDEAVOR.

WE WILL CONTINUE TO INTENSIFY OUR CAMPAIGN TO RESOLVE CONCERNS FORABUSE COMMITTED AGAINST CHILDREN AND GENDER-BASED VIOLENCE. WE WILL COORDINATE WITH VARIOUS SECTORS TO STRENGTHEN POLICY IMPLEMENTATION AND ENFORCEMENT.

WE STILL HAVE A LONG WAY TO GO. WE SHOULD NEVER STOP. THE REAL ACHIEVEMENT IS ON HOW WE CAN SUSTAIN AND TRANSLATE CHILD-FRIENDLY PROGRAMS INTO CONCRETE ACTIONS.
