The Municipality of Pavia continued the updating of its Comprehensive Land Use Plan and Zoning Ordinance (CLUP/ZO) through the Presentation of Sectoral Studies Output and Evaluation of Development Thrusts and Spatial Strategies, held on January 21–22, 2026, at the Pavia Multi-Purpose Center. The activity was conducted by the Municipal Planning and Development Office (MPDO), headed by EnP. Mabel E. Paches, MPDC, and was technically guided by the CLUP Adviser, EnP. Rosario L. Ladrido, as part of the municipality’s ongoing technical review and validation process to ensure that future land use and development directions are evidence-based, sustainable, and responsive to local needs.




During the two-day activity, sectoral working groups presented their respective studies and outputs, including the conduct of Social Cost-Benefit Analysis (SCBA) and the presentation of structure and concept maps. The groups evaluated three major development strategies: Strategy 1 – Do Nothing, which reflects the implications of maintaining current development conditions; Strategy 2 – Development with Preservation of Protected Agricultural Areas, which seeks to balance urban growth with food security and agricultural protection; and Strategy 3 – Multi-Centered Urban Development, which proposes the establishment of sub-commercial centers to decongest the urban core and promote more balanced spatial growth.




The activity provided planners, local officials, and stakeholders with a venue to assess the advantages, limitations, and long-term impacts of each strategy, forming a strong technical basis for informed decision-making. The outputs generated by the sectoral groups will serve as key inputs in refining the municipality’s development thrusts and spatial strategies, ensuring that the updated CLUP/ZO supports orderly urban development, safeguards agricultural lands, and advances sustainable growth for the people of Pavia.
