The Local Government Unit of Pavia, through the Municipal Planning and Development Office (MPDO) headed by EnP. Mabel E. Paches, conducted a two-day planning and budgeting workshop for the Gender and Development (GAD) Plan and Budget and the Annual Investment Program (AIP) for Calendar Year 2027 at the Pavia Multi-Purpose Gymnasium.
On Day 1, GAD Focal Person EnP. Mabel E. Paches presented an overview of the GAD Plan and Budget, highlighting its legal basis, planning framework, and budget requirements. Thereafter, identified “GAD-able” departments presented their proposed programs and corresponding allocations for critique and technical review. Civil Society Organization (CSO) representatives actively participated in the discussions, providing inputs and recommendations to ensure that proposed activities are inclusive, responsive, and community-based.
On Day 2, all departments presented their proposed Annual Investment Program (AIP) for CY 2027. The proposals were reviewed and evaluated collectively in preparation for final consolidation and submission, with continued participation from CSO representatives to strengthen transparency and participatory governance.
During the workshop, MPDC Paches emphasized that plans and budgets for 2027 must introduce new and forward-looking initiatives. She underscored that, as Pavia continues to grow rapidly, programs must anticipate future demands and ensure that planning and budgeting remain aligned and responsive to the municipality’s expanding development needs.
The activity reinforced LGU Pavia’s commitment to participatory planning, strategic budgeting, and sustainable local development.
