In a significant effort to enhance the leadership and administrative capabilities of the Municipality of Pavia Barangay Officials, the Barangay Newly Elected Officials (BNEO) for GREAT Barangays Orientation Training Program was conducted on March 14-15, 2024, at Robinsons Place Pavia.
The Barangay Newly-Elected Officials (BNEO) for Grassroots Renewal And Empowerment For Accountable And Transparent (GREAT) Barangays Program is designed to prepare the new sets of barangay officers to meet the challenges in the political and administrative leadership at the community and barangay level, and to prepare them to actively fulfill their roles and their relevance to development.
Provincial Director Engr. Carmelo F. Orbista, CESO V, provided strong support for the BNEO program, which was created to solve the complicated issues barangay officials faced in their duties in community development and political and administrative leadership. MLGOO Ms. Ma. Socorro Joy Garcia emphasized that the BNEO Program does not only cover the “newly-elected officials” but also those who have been re-elected for either the second or third time. She also added that this program aims to promote accountability and transparency to these new barangay officials right at the start of their terms.
Numerous key figures such as Congressman Michael B. Gorriceta who graced the said seminar, emphasized the significance of barangay officials’ role in promoting constructive change in their communities to become effective and efficient public servants.
Meanwhile, Mayor Luigi Gorriceta underscored that enhancing the capacities of barangay officials could help them perform their roles, duties, and responsibilities as barangay public officials. He challenged the barangay officials to do well in their roles and functions, as the local government leans on barangays for support.
The topics discussed includes an overview of the BNEO GREAT program; Basics of Republic Act (RA) 7160 (Local Government Code of 1991); Barangay Development Plan and Capacity Development Agenda; Barangay Budget; and Salient Features of RA 6713 (Code of Conduct and Ethical Standards for Public Officials and Employees; Program, Project and Activity Prioritization; Participation in Governance; and Public Ethics and Accountability.
The BNEO towards GREAT Program is currently in its Component 2, also known as the Basic Orientation Course, enhancing the competencies of elected barangay officials and staff in effective barangay administration, assisting them on their leadership journey toward community development. The ideas and principles of this activity are grounded in public administration and effective governance for barangays within the provisions of the Local Government Code.
