The Municipality of Pavia earned national recognition after securing the Silver Award at the 1st Gawad Galing Lokal na Batas during the Philippine Councilors League 2026 National Congress held at the World Trade Center Manila.
The award was conferred under the Disaster Risk Reduction Governance and Development category for Ordinance No. 2023-25, which strengthens good governance practices across Pavia’s barangays and institutionalizes a Barangay Local Legislation Enhancement Program, with corresponding funding support.
Authored by Sangguniang Bayan Member JP Peñol, the ordinance highlights the municipality’s commitment to advancing responsive, transparent, and development-oriented local governance. Peñol, together with SB Member Dan Fajardo, received the award during the ceremony.
The recognition affirms Pavia’s dedication to legislative excellence and innovation in local governance.
