VICE MAYOR’S OFFICE

The legislative body of the Municipal Government. It is a separate entity placed parallel with the Office of the Mayor to signify equality and independence of each other’s responsibility. It is headed by the Honorable Vice Mayor Raymund V. Gumban

Functions of the Municipal Vice Mayor:

  • Be presiding officer of the sangguniang bayan and sign all warrants drawn on the municipal treasury for all expenditures appropriated for the operation of the sangguniang bayan;
  • Appoint all officials and employees of the sangguniang bayan, except those whose manner of appointment is specifically provided in the Local Government Code;
  • Assume the office of the mayor for the unexpired term of the latter in the event of permanent vacancy;
  • Exercise the powers and perform the duties and functions of the mayor in case of temporary vacancy;
  • Exercise such other powers and perform such other duties and functions as maybe prescribed by law or ordinance.

Functions of the Sangguniang Bayan:

  • Approve ordinances and pass resolutions necessary for an efficient and effective municipal government;
  • Generate and maximize the use of resources and revenues for the development plans, program objectives and priorities of the municipality as provided in Section 18 of the Local Government Code of 1991with particular attention to agro-industrial development and countryside growth and progress;
  • Grant franchises, enact ordinances authorizing the issuance of permits or licenses, or enact ordinances levying taxes, fees and charges upon such conditions and for such purposes intended to promote the general welfare of the inhabitants of the municipality;
  • Regulate activities relative to the use of land, buildings and infrastructure within the municipality in order to promote the general welfare of the constituents;
  • Approve ordinances which shall ensure the efficient and effective delivery of the basic services and facilities provided under Section 17 of the Local Government Code of 1991;
  • Exercise such other powers and perform such other duties and functions as maybe prescribed by law or ordinances.

Functions of the Sangguniang Bayan Secretary:

  • Attend meetings of the sanggunian and keep a journal of its proceedings;
  • Keep the seal of the local government unit and affix the same with his signature to all ordinances, resolutions and other official acts of the sanggunian and present the same to the presiding office for his signature;
  • Forward to the mayor for approval copies of the ordinances enacted by the sanggunian and duly certified by the presiding officer;
  • Record and keep all ordinances and resolutions enacted or adopted by the sanggunian;
  • Forward to the Sangguniang Panlalawigan copies of duly approved ordinances.
  • Furnish upon request of any interested party, certified copies of records of public character on his custody upon payment to the treasurer of such fees or may be prescribed by ordinance.
  • Keep his office and all non-confidential records therein upon to the public during the usual business hours.
  • Exercise such other powers and perform such other duties and functions as maybe prescribed by law or ordinances.
